Reuse is the most powerful strategy for reducing CO2 emissions in construction: 60-70% of the CO2 from all reused materials can be saved, while recycling saves only 3-5%.

Reuse needs to be encouraged financially and legally, just like recycling, if processes are to move forward.

What's needed above all is a strong national platform, storage facilities in the regions, and money to pre-finance rescue measures (such as the advance disposal tax).
